State Senate Democrats and House Republicans announced new plans Thursday to cut energy rates.

The Senate says it has a bill mostly everyone agrees on, while the House disagrees.

Senate Democrats along with the senate president and the chair of the energy committee say their plan incorporates about 95 percent of the House bill. Republicans say the difference is in the 5 percent. They say what?s missing from the Democrats? bill is what will make the bill work.

House Democrats, meanwhile, are standing by their bill and picking up support from environmental and consumer groups.

Some say the lawmakers differ philosophically about regulation and allowing utilities to generate power. Many republicans say it is time to resolve those differences.

?It's frustrating from my standpoint that the leaders of the general assembly haven't knocked their heads together so we can come to agreement,? said Senate Republican Leader John McKinney (R-Fairfield). ?The people have been waiting for energy relief for over a year. They're not getting it because of personality conflicts. That seems a little ridiculous.?

The Democratic Caucus says it will meet Tuesday to discuss the energy issue.
