NORWALK - Gov. Dannel Malloy announced today his upcoming biennial budget proposal will include a major expansion of the education program he created last year.

Malloy says thousands of students will get a better education through an additional $14.1 million in the biennial budget for a special program designed to help underachieving schools.

The governor says 30 school districts in the state have underperforming schools that educate 41 percent of the state's students and employ 38 percent of the teachers.
