HARTFORD - Gov. Dannel Malloy signed the state budget yesterday amid talks of layoffs and others cuts.

The budget is based on $2 billion in union concessions not yet agreed upon.

Malloy says pink slips are expected to start going out tomorrow for as many as 4,000 state workers if a deal is not reached.
