Bysiewicz also said with that margin of victory, an automatic recount would not be triggered.

At his campaign office in Stamford this afternoon, Foley said he's not ready to concede despite Bysiewicz's announcement. Foley says his campaign's numbers show him winning by less than 2,000 votes, which would require a statewide recount.

Bysiewicz says her office is still collecting and verifying votes and the exact numbers may change, but she doesn't expect a large swing.

Meanwhile, Dan Malloy says he's looking forward to a smooth transition from from one administration to the next.
