NORWALK - State officials say the March nor'easter is partially to blame for construction delays on the Route 123 bridge over the Norwalk River.

A disagreement between the state Department of Transportation and Connecticut Light and Power is also behind the delay in fixing the 70-year-old bridge.

State Sen. Bob Duff, of Norwalk, says he wonders about safety on the bridge while the construction is under way.

The work is scheduled to wrap up in November.
