MILFORD - Milford police say a contractor is facing charges after bilking a homeowner out of more than $80,000 for a construction job he never completed.

Police say Michael Dibiagio, 41, of Monroe, was hired to do construction work in May.

They say Dibiagio never finished the job and did not refund the homeowner for the incomplete work.

Police say they arrested him on Saturday.
