The state Department of Public Utility Control has issued its final report on the response of the state's power companies to the March nor'easter.The report

HARTFORD - The state Department of Public Utility Control has issued its final report on the response of the state's power companies to the March nor'easter.

The report found United Illuminating and Connecticut Light and Power did a poor job of communicating with local governments, causing delayed responses to outages.

The report also shows both companies had some inexperienced workers assessing the damage, workers who weren't familiar with machinery they were using to fix certain problems.
