Driver of deadly I-95 crash, Jose Ramirez, of Norwalk, charged with DWI

PORT CHESTER, N.Y. - New York State Police say the driver of a Honda Accord who hit a Department of Transportation truck on I-95 in Port Chester Friday morning has been charged with DWI.
Investigators say the driver, 24-year-old Jose Ramirez, of Norwalk, was drunk when his car hit the truck parked on the shoulder of the northbound side and then rolled over. He is facing DWI charges, among others.
The Honda was carrying three men from Norwalk. The front-seat passenger, 24-year-old Kelman Villa Santos, was declared dead on the scene. Ramirez was taken to Westchester Medical Center with non-life threatening injuries. The rear-seat passenger, 22-year-old Emanuel Gonzalez, was taken to Stamford Hospital with life-threatening injuries.

The name of the truck driver has not been released, but authorities say he is a 53-year-old White Plains resident. He was taken to Westchester Medical Center with non-life threatening injuries.
