DANBURY - A Danbury couple appeared before a judge Wednesday for a bond hearing after police say they disciplined the woman's daughter with an electric shock collar.

State prosecutors allege that Eduardo and Paula Montanez had four underage children in their custody, and are guilty of using the collar, typically reserved for dogs, on one of those victims. Authorities say Eduardo Montanez placed the collar around the victim in question - his 9-year-old stepdaughter - while the girl's biological mother did nothing to stop him.

Both suspects face an array of charges, including child cruelty, as well as civil charges.

Eduardo Montanez's attorney says the girl is lying, but the state says it has evidence to prove his involvement. This includes a report from a school nurse, testimony from the victim and a report from the Department of Children and Families.

The judge has issued a protective order preventing the adults from seeing any of the children. Meanwhile, the kids are in state custody.

The suspects are scheduled to face a judge Thursday only if they make bond.
