Email suggests state police have ticket quotas

MIDDLEBURY - An email made public today shows state troopers in Connecticut may be competing for giving out the most tickets. Lt. Anthony Schirillo sent an internal email to his troop, which read: "We have to issue at least 60 infractions/misdemeanors each shift for a total of 180 infractions in order to outperform both Troop F and Troop G."The head of the state police union says this fits the very definition of a quota. He is urging officers to disregard orders to issue a certain number of infractions. A second email offers pizza to officers who write the most tickets.
