SHELTON - Five people were injured and 25 displaced following a fire and building collapse on Howe Avenue in Shelton on Monday.
Firefighters say they were called to the building because of a problem with flooding, but soon smelled smoke.
Officials say they were forced to bring water to the scene in tanker trucks because hydrants weren't working due to a water main break.
Fire crews from neighboring towns, including Stratford and Derby, were called in to help fight the flames.
Firefighters spent much of the day tearing down what was left of the building and putting out hot spots.
The four-story building contained both businesses and apartments.
