NORWALK - Former Norwalk police chief Harry Rilling was sworn in as mayor Tuesday.
He says he is making NEON's day care problems a top priority.
Gov. Dannel Malloy administered the oath at City Hall.

The Democrat says he plans to improve the city's schools and bring businesses in without it being a burden to taxpayers.
Rilling beat incumbent Dick Moccia in the election earlier this month.
