HARTFORD - Gov. Dannel Malloy has released some details from his own budget plan coming out in just three weeks.

He says an early retirement for state employees won't be in his budget because previous early retirement offers haven't saved the state any money.

He also says he doesn't want the state to borrow any money to cover its operating expenses.

Malloy went on to say he wants to put the state in a position to compete with other states when it comes to creating jobs and strengthening our economy.
