NEW YORK - Metro-North's new president has a 100-day plan to improve service and keep passengers safe.

Joseph Giulietti sent a letter to the state Department of Transportation commissioner yesterday, outlining three steps to reach that goal.

Giulietti wants to establish a Blue Ribbon Panel on safety led by the MTA's president.

He is also calling for the Federal Railroad Administration to review Metro-North's safety and training operations.

Giulietti also wants the railroad to review the ongoing federal investigations into a number of incidents last year, including the deadly derailment in the Bronx.
