FAIRFIELD - Fairfield town officials have proposed a new housing plan on the site of a former home destroyed by fire, prompting neighbors to speak out against the decision. The Town Planning & Zoning Commission says it wants to build three subdivided homes at 50 Chatham Road, where a home was damaged back in September. Residents say they fear their property values will plummet and that construction will destroy the serenity of the neighborhood. The commission is scheduled to hold a public hearing tomorrow.Accused Fairfield arsonist arraigned
