Stamford police say the driver of a van that went barreling into an apartment complex Friday morning was high on the drug PCP.

Police say the driver behind the wheel was 28-year-old Alicia Houslin. She allegedly had 14 bags of PCP with her when she was arrested.

Police say it is amazing that no one was seriously hurt.
