HARTFORD - State officials are keeping an eye on Monday's heavy rain and the possibility it could lead to flooding.

Governor Jodi Rell activated the state's emergency center early Monday morning.

Officials say with the ground already saturated from frequent rain, the possibility for flooding and property damage from this storm does exist.
