New laws go into effect in CT
Several new laws go into effect in Connecticut today, including many provisions in the newly revised $19.7 billion state budget.
There will now be a cigarette tax that will slap 25 cents onto a pack, which will now cost you $3.90 cents in taxes -- making it the second highest cigarette tax rate in the nation.
Also starting today, public and private colleges across the state will be required to adopt policies regarding "clear and voluntary" student consent to sexual activity.
And state-run community colleges will be allowed to begin forming special armed police forces.
