The state Department of Transportation and Metro-North may scrap plans to upgrade 30-year-old rail cars and use the money to buy new ones.

In the last three years, 140 of the New Haven line's 343 rail cars have gone through the state's rehabilitation program to replace brakes and other necessary parts. The rest are in line for major overhauls.

But the president of the Connecticut Rail Commuter Council, Jim Cameron, says the state should continue funding those repairs instead of using the money for new cars. Cameron says, ?If you?ve got a leak in the roof of your house you fix it, you don?t start planning to build skylights in a few years.?
