Report says Connecticut's local tax structure must change

The Blue Ribbon Commission on Property Tax Burdens and Smart Growth Incentives has given its final report on Connecticut's economy, tax and land use policies.The report recommends the state change the way it funds local schools. Instead of relying on just local property taxes, the commission says cities and towns should have other ways to raise money. The report to the legislature also recommends the state spend more on local education.The commission also suggests more than $1 billion in state tax revenue be shifted to local communities.In addition, the group wants Connecticut to spend $5 million on studies to create an effective statewide plan of development.
