New York becomes first state in US to offer free tuition for middle class students at two, four-year public colleges

New York has become the first state in the U.S. to make tuition free for middle class students at both two and four-year public colleges.

The free tuition starts this fall and is only available to families earning an annual income of $100,000 or less this year. The number will increase to $125,000 by 2019.

To qualify, the student will have to meet certain class-load and grade-point restrictions. Room and board will not be covered.
