Parts of Bridgeport saw 6 inches of rain back on Sept. 25.
Residents who live on Cartright Street near the Fairfield Town line say that area is prone to flooding, but they've never experienced flooding that major.
There are two apartment buildings on Cartright Street. Some were forced to evacuate, and some had damage to their apartments and cars after the nearby Rooster River overflowed.
Some people who attended the meeting say insurance won't cover their losses.
Bridgeport Mayor Joe Ganim says the state may have to step in.
People are hoping FEMA can help too.
