Milford homeowner: Superstorm Sandy rebuild left home with leaks

<p>A homeowner in Milford says she's struggling to recover from Superstorm Sandy after a project to raise her home left her with leaking issues.</p>

A homeowner in Milford says she's struggling to recover from Superstorm Sandy after a project to raise her home left her with leaking issues.
Sophie DeLeon says her troubles started six years ago after Superstorm Sandy, when her home flooded.
DeLeon and her late husband applied for a Connecticut Department of Housing grant that would be used to elevate their home. The state hired the contractor with the lowest bid.
She says despite there being a detailed plan, when she returned to the newly elevated home, problems like an outlet in her kitchen having no electricity and leaks popped up.
DeLeon says she repeatedly contacted her contractor and that her communications with the DOH left her feeling forgotten.
A neighbor who used the same program says when mold appeared on her home like DeLeon's, she too had trouble getting answers from the state and the contractor it selected.
State Housing Commissioner Evonne Klein went to Milford several weeks ago to discuss the recovery from Superstorm Sandy, which she calls a success. She also says complaints like DeLeon's are the exception.
DeLeon says a state official signed a contract to fix the leaks Monday afternoon.
