A Torrington police sergeant has been fired after the department ruled that he used excessive force on a handcuffed suspect.

A Torrington police sergeant has been fired after the department ruled that he used excessive force on a handcuffed suspect.
Chief William Baldwin released body camera video of the incident that shows 19-year veteran Gerald Peters using pepper spray and then forcing a suspect down to the ground.
Litchfield County prosecutors declined to charge Peters, but the chief says he still fired him because he violated department policy.
Peters has the right to appeal the decision, which is expected to ultimately go before an arbitrator.
