Naugatuck police arrested an individual in an animal abuse case that occurred in May.
Police reported Emanuel Pizarro-Boria, 38, of Waterbury, turned himself in Tuesday after a warrant was issued for his arrest.
"Justice" the husky was found in May with a chain embedded in his neck.
The husky was found roaming alone in the area of Platts Mill Road and was taken to Naugatuck Animal Control, with the help of local residents.
An anonymous tipster told police Justice had been kept in a shed and was heard clawing and yelping.
Pizarro-Boria is held on a $50,000 court-set bond.
Police say Justice is now happy and healthy and still in the care of Naugatuck Animal Control.
