He is charged with two counts of manslaughter in the second-degree.
The fire broke out in the early morning of July 14 in Building 86.
Residents told News 12 Connecticut that a couple was trapped in their apartment.
Jose Pizarro, 88, died at the hospital later that morning. His wife, 91-year-old Rose Pizarro, passed away July 17.
Parker was scheduled to be arraigned in Bridgeport Superior Court Friday.
