The Connecticut House of Representatives has passed a bill that would restrict the use of handcuffs on children.
The measure now returns to the Senate for approval after being amended.
Christina Quaranta, executive director of the Connecticut Justice Alliance, said in a statement the bill marks meaningful progress in youth justice. She said children deserve support and guidance, especially in moments of crisis.
Quaranta added that using restraints on children undermines efforts to help them grow and increases the risk of future legal system involvement.
