Former Governor John Rowland returned to his West Hartford home Monday, three days after he was released from a federal prison camp in western Pennsylvania.
Rowland will be fitted with an electronic monitoring ankle bracelet for four months of house arrest. He will also have to perform 300 hours of community service.
Rowland resigned in December 2004 after pleading guilty to one count of conspiracy to steal honest services, a combination of mail and tax fraud.
