Gov. Ned Lamont announced Thursday that the 1 million COVID-19 at-home tests expected to be delivered to Connecticut are not coming due to surge pricing and competition.

Lamont's office says when he promised municipalities 1 million tests and another 2 million for students and teachers, the state had a contract with a major supplier on the West Coast - which later misrepresented the status of the order to the state.

Department of Public Health Commissioner Dr. Manisha Juthani says officials were deceived when they were given pictures that the tests were on a plane on the way to Connecticut.

Lamont says the state would have been better off waiting for the tests to arrive before announcing plans.

The states say no money was exchanged for the order that never arrived, but 15,000 testing kits were received and distributed to Foodshare and the Department of Housing to give to people directly.

Norwalk officials were expected to hand out 11,000 at-home tests on Friday, but they have since canceled the distribution.
