Police: Winsted woman arrested on cruelty to animals charges; 24 dogs seized

A Winsted woman has been arrested on cruelty to animals charges, according to the Winchester Police Department.
Officers served Sarah Smolak with two arrest warrants early this morning amid an ongoing cruelty to animals investigation.
Twenty-four dogs were seized as part of the investigation, police say. The dogs are being examined, housed and cared for locally.
The investigation is being conducted by the Winchester Police Department in cooperation with the Town of Harwinton Regional Animal Control Department and animal control officers with the state Department of Agriculture.
