Sen. Richard Blumenthal says $15 million will go toward addressing the state's opioid crisis.

The funds are for increased outreach, Narcan distribution and awareness initiatives.

"The continued substance use disorder epidemic is the reason for this grant, so that we can do more harm reduction, more prevention, more treatment," he explained.

Blumenthal says there should be "different means of harm reduction."

He says drug test strips, for example, to check for substances like fentanyl.
