Police: Norwalk couple hit child with belt, phone cords, punished them by stacking books on their head

A Norwalk couple was arrested on child abuse charges after police say they used belts and phone cords to hit a child, and stacked books on their head as a form of punishment.
 Jose Valenzuela, 35, and Liseth Castillo-Cruz, 31, were arrested on Feb. 24 and charged with risk of injury to a minor and cruelty to persons.
Police say they received a child abuse complaint on Jan. 16 and began an investigation.
According to the complaint, the boyfriend and girlfriend both used a belt to hit Castillo-Cruz's child on multiple occasions.
The Norwalk Special Victims unit learned through interviews that the child had also been struck with a phone cord wire and was made to balance books on their head until it hurt as a “form of punishment.”
Valenzuela was issued a $100,000 bond and Castillo-Cruz was issued a bond of $75,000.
Both are scheduled to appear in court on March 6.
