Two new charges have been filed against a Winsted woman accused of animal cruelty.
Norwalk police say two dogs left in the care of Sarah Smolak between November and December lost significant weight.
Smolak had previously been charged with
mistreating 40 dogs in
Winsted and Norwalk.
