A Stamford man was arrested in connection to a suspicious package left at the city's Army recruiting center Monday.

According to police, 68-year-old Francis Monaghan left his return address on the suspicious envelope.

Police evacuated the Bedford Street area to destroy the envelope. A similar envelope was found and destroyed a month ago, and police say Monaghan is responsible for both incidents. They say the return address on the envelope rang a bell with one officer who spotted the suspect near the scene. Police believe Monaghan?s alleged actions were acts of protest.

?Without getting into specifics, I think it's fair to say I think he has some anti-war sentiment,? said Lt. Sean Cooney of the Stamford Police Department.

Monaghan is charged with two counts of breach of peace and two counts of reckless endangerment.
