The Bridgeport City Council granted approval to part of Mayor Bill Finch's request for raises for people in his administration.
Finch had asked for raises for about 80 administration positions and the right to give raises beyond the ranges previously approved by the council.
He said the plan was necessary to retain the best candidates for the jobs.
Dozens of people came out to speak out against the mayor's plan, saying the economy is too weak to support the increased expenditures.
In the end, the council approved the raises, but rejected the plan to allow the mayor to grant raises beyond the approved range.
