A flash flood created a mudslide adjacent to the Metro North tracks in West Haven, forcing one to be shut down.
Service was impacted for some time, but trains are now running on or close to schedule.
Town officials say the situation was dangerous, and if crews had not responded quickly, the track could have collapsed.
Gov. Ned Lamont says compared to Tropical Storm Isaias, Elsa produced more flooding but caused less damage.
