Housing leaders? attempts to make one Milford apartment complex for seniors only has been denied. Back in 1991, when most of the seniors moved into the Viscount Drive complex it was deemed senior housing. Today, 33 percent of the residents are under the age of 40 and many seniors say they are living in fear. Numerous complaints to the Milford Housing Authority forced leaders to request that the Department of Housing and Urban Development (HUD) zone the complex as seniors only, but federal officials said no. Mayor Richetelli (R-Milford) says he sees the need for separate housing and will ask the housing authority to submit another request to HUD.
