Norwalk residents are angry and frustrated today after early morning flooding damaged 15 cars and left people waist-deep in worry.Colonial Village residents say the flooding began at 3 a.m. this morning, turning the low-income housing complex into one big tow zone.Residents say this isn't the first time this has happened, and many say the situation is intolerable because the drainage system is inadequate.
