Gov. Dannel Malloy announced Friday that 85 school systems will not receive any state funding without a budget in place.

Westport schools could take a $500,000 hit, while Stratford stands to lose $21 million.

The governor says that without a budget, there's only so much money to go around.

"This has never been my preferred path," he says. "I have had balanced proposals on the table for over six months, as well as offered a short-term solution that would have alleviated some of this pain."

Under Malloy's plan, Stamford, Norwalk and Bridgeport schools would get their full funding from last year. Three Litchfield County districts would still receive some funds.

Stamford's superintendent says he is still looking into staff layoffs because the state is cutting a lot of other grants that school systems get.

Lawmakers are hoping to vote on a budget in about three weeks.
