The interim head of a Norwalk anti-poverty agency held an emergency meeting today to discuss the future of the organization. Patricia Wilson Pheanious, head of Norwalk Economic Opportunity Now (NEON), assured her staff that she would clean up the mess left by former CEO Joe Mann. An external audit found that Mann had misappropriated hundreds of thousands of dollars, prompting his resignation. Wilson Pheanious says Mann's actions have jeopardized NEON's ability to secure federal funding for the Head Start Program, which aids children from low-income families.
