State lawmakers returned to the Capitol Thursday for a special legislative session and passed a bonding bill that took all summer to negotiate.
Lawmakers passed the state budget nearly three months ago, but negotiations on the bonding bill had been going on since June.
The plan voted on authorizes the borrowing of more than $3 billion over the next two years. It calls for money to go to local bridges and other infrastructure elements.
Some lawmakers say they are unhappy with the way the decision process had turned out.
?One of the first things I don't like is 95 percent of this chamber did not even see the bill until this morning,? House Republican Leader Lawrence Cafero (R-Norwalk) said.
Republicans say the bill was dropped in their laps without their input. However, House Speaker Jim Amann (D-Milford) said it was a bipartisan effort.
Gov. Jodi Rell?s (R-CT) office has not said whether the governor supports the bond package.
Republicans also tried to reform the three strikes law that would put people who committed three serious crimes in jail for life. That bill failed to pass after the Democratic majority shot it down.
