Lawmakers are pushing for a bill that would allow anyone to call 911 during a disaster situation.
New York Sen. Chuck Schumer says he is pushing for legislation that would require all cellphones to work on other carrier networks during an emergency.
Known as the SANDY Act, it would make 911 service more universally available during disasters like Hurricane Irma.
Schumer says that when Superstorm Sandy hit back in 2012, many people could not make calls because cellphone towers did not work.
