Naugatuck police say they are seeking the person involved in an animal cruelty case.
Police said Justice had nearly 5 ounces of chain embedded in his neck.
He was found roaming alone in the area of Platts Mill Road and was taken to Naugatuck Animal Control with the help of local residents.
Officers said Justice received surgery and is recovering.
"The veterinarians at the hospital diagnosed Justice with the following: an abscess wound, which was a result of the chain that was embedded, a fever and poor body condition at his intake," said Sgt. Danielle Durette.
Animal advocacy group Desmond's Army is offering a $1,500 reward to help police with investigation.
Anyone with information is asked to call the Naugatuck police tip line.
