State police have identified the second victim of a deadly incident at the West Haven VA hospital campus.
Police say Joseph O'Donnell, 36, a contractor with Mulvaney Mechanical who was working on a steam pipe replacement, died in the incident.
This comes days after Euel Sims Jr., 60, of Milford, was identified as the other victim.
The incident happened in the basement of an outer building during maintenance work on a steam pipe on Nov. 13.
Police also say that investigators have determined there was not an explosion in the basement of this building, but instead it's being called a "pressure event."
O'Donnell was a lifelong resident of Danbury. He leaves behind a wife and an expected child on the way, who is due in April.
His obituary says he was a member of Local Union 777 and was a welder and a pipefitter.
