Norwalk Community College says it needs money to fix roofs further damaged by this week?s downpour, but the money is tied up in red tape.

The school is waiting on $450,000 that was part of a bonding bill recently vetoed by Gov. Jodi Rell (D-Conn.). NCC says the wait is taking a toll.

Officials at NCC say the school has been dealing with a leaky roof on its East Campus building for more than a year, leading to the closure of several offices on campus.

The college president says the roof has run its course and needs to be replaced.

Politicians in Hartford continue to argue over the bill. ?The state should be stepping up to the plate,? State Sen. Bob Duff (D- Norwalk) says.

?It's very frustrating but as the governor said, every one of these projects, take by themselves, is a worthy project, a great idea. It would be beneficial but there are too many,? State Rep. Claudia Powers (D-Greenwich) says.

NCC says it hopes to get the work done before winter.
