Parkchester scaffolding a lurking safety threat, residents claim

Parkchester residents say scaffolding at a nearby building is not only an eyesore, but dangerous as well.
The Department of Buildings (DOB) issued a scaffolding permit in 2002 for 1381 White Plains Rd. The permit expired in 2003, but the structure remains. The DOB says it issued five violations in 2006, including one for $5,000, but none have been paid. Members of Young Israel, an organization that operates next door, say they?re cautious about walking on the sidewalk now. They also worry the building?s chimney could topple on their property.
