United Illuminating officials say the increase is the result of both their company and Eversource needing to buy nuclear power from the Millstone Power Plant and having to pay a higher rate to keep the plant open.
Attorney General William Tong called for both utility companies to freeze rates for 18 months.
Tong says many customers have enough financial problems on their plate and cannot afford to pay any more for their utilities during the public health crisis.
The attorney general also urginged PURA to investigate the deal between Millstone and Connecticut's only two electrical utility companies.
