Session ends, but budget battle continues
Connecticut's General Assembly for 2007 has ended without a budget agreement.Lawmakers could return as early as Thursday for a special session to work out a two-year tax and spending plan with Governor Rell (R-CT). Democrats and the governor have clashed on whether taxes must be increased due to the state's budget surplus.Several bills were passed before the session concluded at midnight. They included a bill on energy reform and a new health care bill. However, Rell has said she won't do anyting with the health care bill until a budget agreement is reached.The Legislature has a constitutional obligation to submit a budget on time. However, there aren't ramifications for failing to do unless the budget has not been finalized by July 1, which is the start of the new fiscal year.
