Lawmakers have outlined new legislation that expands pre-K in Connecticut, but with the expansion comes a change in when children can begin kindergarten.

The legislation aims to get more children into pre-K programs to make them more prepared for kindergarten. With the new laws, the cutoff date for starting kindergarten has also been pushed up. A child now has to turn 5 years old by Oct. 1, instead of Jan. 1 of the following year, to be eligible to start kindergarten.

Some parents say they are OK with the change because they believe too many children are currently too young to be in kindergarten.

Critics of the legislation say that even with expansion, Connecticut does not have enough pre-K spaces to accommodate the new kindergarten shift. A new state office has been charged with developing a plan for that by June 2015.
