Gov. Dannel Malloy on Wednesday outlined a bail-reform proposal he wants passed during the Legislature's upcoming special session.

Malloy says he and state lawmakers want to change the rules for how bail is set and for which particular crimes. The governor did not address specific bail amounts, but he did say the amounts should be changed to save the state money.

He says on a typical day, about 350 prisoners are behind bars across the state for nonviolent misdemeanors and they cannot afford to post bond.

Malloy says the compromise will allow the state to close another prison.

The House is expected to take up the bail-reform issue Thursday. Lawmakers say they are now voting on the issue because the governor agreed to drop his plan to raise the age of juveniles to 20.
